How is Rural Autonomy Possible?—Thinking Based on the Relief of Traffic Jams at the 72 Curves of the Nujiang River
The article analyzes the possibility of realizing autonomy and complex cooperation from the cooperative theory of collective action by the observation of relief of the traffic jams at the 72 Curves of the Nujiang River.At present,rural governance is faced with problems such as how to ef-fectively organize and mobilize rural resources,make up for the lack of rural governance elites,coor-dinate rural governance system plans according to local conditions,and cultivate modern farmers with subject consciousness,which cannot be effectively solved within the existing rural system.The con-struction of grassroots organizations led by party building is a rational choice for the state to integrate society in the new era to promote rural governance.The construction of grassroots organizations led by party building fully condenses the main force of rural construction,actively builds an industrial platform for rural revitalization,and fully promotes the systematic planning of rural construction,creating a new situation in rural governance.However,the construction of grassroots organizations led by party building is not to replace the basic system of grassroots self-governance,but to create a better political and social environment for the restart of higher-quality rural self-governance in the new era,and ultimately make rural autonomy possible.
