Measurement of Innovation Efficiency of National High-tech Zones in the Yangtze River Delta and Analysis of Influencing Factors—Analysis Based on Three-stage Super Efficiency DEA and Tobit Model
Based on the data of 2022 national high-tech zones,this paper measures the innovation efficiency of the national high-tech zones in the Yangtze River Delta regions through data envelopment analysis,super efficiency model,and three-stage DEA model.The results show that the innovation ef-ficiency of national high-tech zones in the Yangtze River Delta region is significantly different among regions,and the reasons for the differences are also different among regions;Environmental factors have little impact on the Yangtze River Delta region as a whole.Scale efficiency is the main reason for the differences in innovation efficiency among regions.In order to further find out the factors that af-fect the innovation efficiency of the national high-tech zones,Tobit regression analysis was conducted on the super efficiency value in the first stage.The results show that the per capita GDP,the propor-tion of the total industrial output value of the high-tech zones in the region,the proportion of the technology income in the operating income,and the proportion of the personnel above the junior col-lege level in the employees have a significant impact on the innovation efficiency of the national high-tech zones in the Yangtze River Delta region,and they are all positive correlation.Finally,it puts for-ward countermeasures and suggestions for the national high-tech zones to improve innovation efficiency and solve regional differences.
