Has Ministry-province Co-operation Policy Boosted University Research?:An Empirical Study Based on the Differences-in-Differences
The ministry-province co-construction policy is a strategic initiative of the Party and the state to revitalise higher education in central and western China,and the level of scientific research development serves as a crucial indicator for evaluating the quality of university development.This study aims to explore the impact of the ministry-province co-construction policy on the research development level of co-constructed universities by employing panel data and the Differences-in-Differences method..The findings indicate that the ministry-province co-construction policy can effectively elevate the research development level of co-constructed universities,exerting a positive promotional effect,and facilitating the effective performance of research quality and efficiency.An assessment of the research development level of both ministry-province co-constructed universities and non-ministry-province co-constructed universities before 2018 found that 14 ministry-province co-constructed universities had already possessed a higher level of research development before the implementation of co-construction policy.While the policy has promoted the research development of co-constructed universities,the internal disparity in research development among these universities is increasing,mainly due to economic factors,geographic location,research foundation,discipline construction and endogenous motivation.
