地方政府农业保险政策执行力及影响因素研究

地方政府的政策执行力是中央惠农政策落地的重要保障,也是推进农业保险高质量发展的重要环节.本文从政策执行力度与政策执行效度两个维度构建地方政府农业保险政策执行力指标,基于2007～2020年的省级面板数据,通过双向固定效应模型考察地方政府农业保险政策执行力的影响因素.研究发现,中央注意力指数、地方政府财政能力、官员专业背景均对提升政策执行力具有正向推动作用,然而在不同地区存在显著的异质性,东部地区的政策执行受中央注意力指数、地方政府财政能力与官员专业背景共同影响,而中西部地区主要受地方政府财政能力影响.
Abstract
The policy execution capability of the local government is not only an important guarantee for the landing of the central policy to benefit farmers,but also an important link to promote the high-quality development of agricultural insurance.This study constructs the local government agricultural insurance policy execution index from the two dimensions of policy implementation strength and policy implementation effect.Based on the provincial panel data from 2007 to 2020,this study establishes a two-way fixed effect model to systematically investigate the influencing factors of local government agricultural insurance policy execution.The research shows that the central attention index,the financial strength of local governments and the professional background of officials all play a positive role in improving policy implementation,with significant heterogeneity for different regions.The policy implementation in the eastern region is affected by the central attention index,the financial strength of local governments and the professional background of officials,while the central and western regions are mainly affected by the financial capacity of local governments.
