政策性农业保险促进了农村地区包容性增长吗?——基于收入再分配视角

摘要
作为政府农业支持保护和财政转移支付工具的政策性农业保险,能否实现包容性增长,对推进共同富裕具有重要意义.本文基于我国2007～2021年间30个省市的数据,采用系统广义矩估计方法,实证分析政策性农业保险能否促进农村地区包容性增长.研究发现,政策性农业保险具有显著的收入增长和收入再分配效应,低收入地区的农户能从政策性农业保险中获益更多,在一系列稳健性检验后该结论依然成立.异质性分析显示,在财政支农水平更高的地区和粮食非主产省,政策性农业保险能更好地缓解农户之间的收入差距.进一步分析发现,规模种植和技术投入在政策性农业保险的收入增长及收入再分配效应中发挥了显著的正向调节作用,而信贷投资并不显著.研究结论为发展高质量农业保险以缩小收入差距、促进包容性增长提供了政策启示.
Abstract
As a tool of government agricultural support protection and financial transfer payment,whether policy-based agricultur-al insurance can achieve inclusive growth is of great significance to promoting common prosperity.Based on the data of 30 prov-inces and cities in China from 2007 to 2021,the generalized moment estimation method is used to empirically analyze whether pol-icy-based agricultural insurance can promote inclusive growth in rural areas.It is found that policy-based agricultural insurance has significant income growth and income redistribution effect,and farmers in low-income areas can benefit more from policy-based agricultural insurance.This conclusion is still valid after a series of robustness tests.Heterogeneity analysis showed that policy-based agricultural insurance could better alleviate the income gap among farmers in areas with higher financial support for agriculture and non-major grain-producing provinces.Further analysis shows that large-scale planting and technical input play a significant positive moderating role in the income growth and income redistribution effect of policy-based agricultural insurance,while credit investment is not significant.The findings provide policy implications for developing high-quality agricultural insur-ance to narrow the income gap and promote inclusive growth.
