A Research on the Cultivation and Practice of Social Governance Goal of Policy-based Insurance—Based on the Investigation and Analysis of Y Town in Hubei Province
There are many shortcomings in the process of risk response in rural areas,which is the focus of national insurance de-velopment.Based on the practice of policy-based insurance in rural areas,the paper puts forward the perspective of"social gov-emance of insurance",and sets up the analysis framework of"government-market-society",the findings are as follows:(1)The risk-pressure dispersion of grass-roots government,the cost-benefit balance of insurance company and the welfare-survival prefer-ence of village society shape the social governance goal of insurance;(2)The social governance goal of policy-based insurance de-viates in practice because of the administrative intervention of grass-roots government and the opportunistic participation of village society,and the insurance company's operation of rural policy insurance is more inclined to the transaction system under the rules of market cost and income,less inclined to the government's security system or social welfare system;(3)The policy-based insur-ance in some regions has encountered problems such as difficulties in securing the bottom line,difficulties in fulfilling responsibil-ities and increasing the burden on cadres,it needs to be solved by perfecting government service function,establishing professional insurance practitioners and improving the precision of insurance subsidy.
