Reflections on the Reform of China's Policy-Based Agricultural Insurance System Model
Under the current policy-based agricultural insurance"market operation"system model in China,the policy effective-ness of agricultural insurance is affected because the differences in decision-making and implementation perspectives between the central and local governments give rise to conflicts between the profit-seeking goals of insurance companies and the public goals of the government.To promote the healthy and sustainable development of agricultural insurance,this paper,based on summarizing the commonalities of the policy-based agricultural insurance system models in the United States and Canada and analyzing the goal conflicts and drawbacks of China's current policy-based agricultural insurance system model,proposes a conceptual framework for reforming China's policy-based agricultural insurance system model.The paper suggests that,following the development patterns of policy-based agricultural insurance,learning from the successful experiences of the United States and Canada,defining the man-agement and supervisory bodies for policy-based agricultural insurance,entrusting commercial insurance companies to operate pol-icy-based agricultural insurance business,and a system model of"independent legislation,independent operation,independent management,independent supervision"for policy-based agricultural insurance should be established.
