The crew team is the foundation for promoting the development of shipping. How to build a stable and reliable crew team to further enhance the high-quality development of the crew industry has become a challenge for the crew team construction of shipping enterprises in Jiangsu Province. On the basis of analyzing the current situation and causes of the development of Jiangsu's crew team, this paper focuses on the core of crew team construction from the perspective of modern governance. Measures for the construction of Jiangsu's crew team are proposed from three levels:competent authorities, industry organizations, and enterprises themselves.
