Due to the different interests and positions of different countries in the competition of digital trade,the concept of digital trade has not been unified and authoritatively defined.The definition of digital trade in the United States has gone through a process from"narrow"to"wide"and then back to"narrow",eventually excluding cross-border e-commerce goods trade.In 2020,the OECD,IMF and WTO jointly released the most comprehensive definition of digital trade to date.Starting from its own advantages,China's definition of digital trade should cover cross-border e-commerce goods trade,digital products and digital services,and data trade.The WTO,RTAs and bilateral economic and trade agreements all have rules on digital trade and digital trade facilitation,but the rules have different priorities due to different positions.In the future,China should implement and deepen RCEP in cross-border e-commerce and its facilitation,and actively promote it to countries along the"Belt and Road Initiative";in the liberalization of digital products and digital service trade,as well as data trade,China should balance security and efficiency and swiftly align with the high standards of the CPTPP and DEPA.
