The Mechanism,Challenges and Strategies of Incorporating Public Goods to Lead Urban-Rural Integration at the County Level
At the present stage,counties have become key links in the construction of the urbanization system,and while the rural revitalization strategy has been comprehensively deepened,it is the right time to promote the integration of urban-rural areas at the county level.As the important carrier of urban-rural integration,the incorporation of public goods plays a leading role.The incorporation of social public goods promotes the free flow of urban-rural factors,the incorporation of economic public goods promotes the integration of urban-rural industries,and the incorporation of digital public goods promotes the integration of urban-rural governance.The incorporation of public goods at the county level is challenged by the urban-rural dual system,the financial capacity of the county,the characteristics of county-level public goods and the short supply of rural public goods.It is necessary to make overall planning,build diversified and sustainable investment and financing models,transform the supply of public goods by classification and comprehensively improve the supply of rural public goods,etc.,so as to lead the integration of county-level urban-rural integration with the incorporation of public goods.
