Governance of Network Public Opinion in Major Emergencies:Generative Logic,Realistic Dilemmas and Optimization Paths
The governance of network public opinion in major emergencies is not only a necessary requirement for social stability,but also an important part of modernizing the emergency governance system and governance capacity.For the network public opinion in major emergencies,it is difficult to control the evolution trend,predict the outbreak cycle,and eliminate the harm caused.This paper elaborates on the logical path of network public opinion governance in major emergencies from three aspects:basic logic,action logic,and outcome logic.It points out the difficulties of inaccurate government response,insufficient social participation,and weak participation of netizens.On this basis,from the perspectives of the government,society,and netizens,the paper proposes optimization paths including strengthening government leadership,enhancing social collaboration,and improving netizen participation,so as to enhance the effectiveness of network public opinion governance in major emergencies.
