Formation,Theoretical Innovation,and Development Features of the Chinese-style Urban Governance System in the New Era
The Chinese-style urban governance system is an integral part of Chinese modernization,and is the theoretical innovation and practice of adapting Marxism to the Chinese context which integrates Marxist principles with the realities of Chinese urban development and the fine traditional Chinese culture.Since the founding of the People's Republic of China,guided by Marxism,the Communist Party of China has embarked on a challenging journey to construct a modern urban management system.After the reform and opening-up,urban management has shifted from a centralized government control model to a diversified governance model with the government playing a leading role.Since the 18th CPC National Congress,urban management has evolved into urban governance,leading to the establishment and continuous improvement of a modern urban governance system,accompanied by an enhancement in urban governance capabilities.In the new era,the Party Central Committee with Comrade Xi Jinping at its core has proposed innovative theories such as the"Five-Sphere Integrated Plan",the concept of people-centered cities,and the idea of"full-cycle management".The Chinese-style urban governance system in the new era shows several distinctive features:firstly,it extends from top-level design to primary-level implementation;secondly,it combines systemic thinking with coordination;thirdly,it relies on high-tech support to form a smart city governance system.
