China's Environmental Governance under the Perspective of Public Value:Conflict Analysis and Optimization Path Based on Strategic Triangles
Environmental governance is an important issue in Chinese modernization,but existing studies lack an integrated analytical framework for the conflicts and responses in China's environmental governance.The article applies the public value theory and defines the public value conflicts in China's environmental governance based on the strategic triangle framework.At the mission and goal level,there is a conflict between ecological value and economic value,i.e.,the binary opposition between environmental governance and economic development in the current historical stage;at the legitimacy level,there is a conflict between institutional value and social value,i.e.,the gap between institutional supply and the demand for coordination of multiple interests;and at the operation and implementation level,there is a conflict between technological value and political value,which is mainly manifested in the information asymmetry,the competition for attention,and the unclear division of power and responsibility.Among them,the opposition between ecological value and economic value is the most fundamental contradiction in environmental governance.In this regard,the article puts forward the coping strategy of system optimization as"one body"and policy design and technological innovation as"two wings".
