超大城市存量更新国土空间规划编制实践研究

摘要
全国主要城市陆续进入以城市更新为主的存量发展阶段,从外延扩张走向存量提升.存量空间资源往往涉及复杂的权属关系、多元的主体诉求,存在着客观的利益博弈乃至历史遗留问题等,对传统的面向增量发展的规划模式与技术方法提出挑战,需要在国土空间规划体系下进行创新与探索.文章重点结合北京市、广州市、深圳市等超大城市的国土空间规划编制实践,梳理总体规划、专项规划、详细规划等层级面向存量空间的规划编制内容、实践要点,为其他城市存量空间更新改造的规划提供参考.
Abstract
Major cities had entered the stage of urban renewal,transitioning from expansion to stock improvement.Stock resources often involve complex ownership relations,diverse stakeholder demands,objective interests,and historical legacy issues,challenging traditional planning models and techniques.Innovation and exploration are required within the framework of the territorial spatial planning system.This paper focuses on the planning practices of megacities such as Beijing,Guangzhou,and Shenzhen.By reviewing the planning contents and practical aspects of stock space at levels such as overall planning,special planning,and detailed planning under the territorial spatial planning system,this paper aims to provide a reference for the planning of urban renewal in other cities.
