Developing cities based on the water carrying capacity is one of the core concepts of spatial planning.Scenario prediction is an important method in the plan-making process,however,the existing modeling methods are limited to simulate the relationships between water resources and urban land-use layout across river basins and cities.First,based on the existing theories in the fields of water resource management and urban planning,this paper introduces a multi-dimension and multi-scale framework to explain the relationships between water resources and environment and urban land-use layout,and then introduce the framework of water-land integrated model.Using the model,a system of the scenario prediction method is established including the simulation model,scenario setting and the assessments for results.This paper expects to establish a scenario prediction method of basin-city relating simulation in making urban land-use layout,to provide technical supports to integrate natural resource management and spatial layout optimization in territory spatial planning system.
