Tianjin Coastal Zone Spatial Governance Transformation Based on Land-Sea Coordination
Implement the requirements of The State Council's Reply to the Master Plan of Tianjin Territorial Space(2021-2035),plan the transformation path and priority areas of the Tianjin Coastal Zone(TCZ)in the near and long term from the perspective of spatial governance,and release the huge potential and value of the modernization of the coastal zone in the Bay Area.It is an urgent and important task to adapt to climate change during the window period.Based on the theoretical and practical achievements of coastal zone spatial planning and management at home and abroad in the past 75 years,the leading concepts of spatial governance transformation were selected by the categorical statistical method,and the main impacts of TCZ ecological space and land-sea interaction in the past 7000 years were identified by the investigation and assessment method.Based on the TCZ ecological pattern of"two rivers and one belt",the paper establishes the land-sea coordination spatial governance structure system and model of hierarchical and spatial parallel governance,analyzes the path of transforming spatial governance by integrating hierarchical governance and factor decomposition into condition governance,institutional governance,and process governance,and proposes key technologies and action ideas for land-sea coordination spatial governance in coastal zones.The large River Bay Area and port cities where the contradiction between people and people is relatively prominent provide samples.This paper holds that the structural model of"one first,two,three governance"with spatial planning as the carrier interprets the essence and path of coastal zone spatial governance transformation.
