Management of Low-Efficiency Sea Areas and Withdrawal Mechanism Under the Background of Economical and Intensive Utilization
With the transformation and upgrading of traditional marine industries like marine fisheries and the burgeoning emergence of emerging marine industries such as marine medicine,the imbalance between supply and demand of marine resources,along with the optimization of their development and utilization,has escalated.It is urgent to establish a mechanism for withdrawing low-efficiency sea areas.In this paper,a series of policies introduced by both central and local governments in China to explore the management of low-efficiency sea areas were described.And the issues faced by China's low-efficiency sea areas management,including unclear concepts,planning discrepancy,unreasonable layout,outdated industrial technology,and limited three-dimensional and complex utilization of sea areas,were elucidated.Management recommendations were put forward to address these issues and to improve the comprehensive utilization efficiency of sea areas in China.
