Practical Exploration of Coastal Zone Planning from the Perspective of Land-Sea Coordination in Shandong Province
The coastal zone is a unique spatial unit including land and sea areas.It is an important component of national territory and the most direct spatial carrier for land-sea coordination.It has become a key interdisciplinary content and research hotspot.Coastal zone planning is one of the significant means of coastal zone management.As a core concept,land-sea coordination plays a crucial guiding role in the formulation of coastal zone planning.Deepening the coastal zone planning from the perspective of land-sea coordination is of key significance for achieving high-quality development and scientific and refined management of the ocean.From the perspective of land-sea coordination,this paper reviews the development of coastal zone planning at home and abroad and clarifies the problems existing in the system,hierarchy,responsibility,and content of coastal zone planning.By taking Shandong Province as an example,this paper sorts out all kinds of sea-related plans and clarifies five types of sea-related plans,including development planning,overall spatial planning,special spatial planning,detailed spatial planning,and key special planning.According to the current new requirements for the coordinated development of land and sea and combining with the status of coastal zone planning,this paper clarifies the significance of coastal zone planning from the perspective of land-sea coordination and proposes the overall idea of establishing a technical framework for coastal zone planning based on a unified planning system.The overall idea of establishing the technical framework of coastal zone planning is established.A coastal zone planning strategy and key points of"main body coordination+system optimization+unit renewal"are proposed in order to provide reference and inspiration for the coastal zone planning in China's new era.
