Path and Practice of Land-Sea Coordination in Detailed Marine Spatial Planning
The establishment of the Ministry of Natural Resources and the construction of the national territorial spatial planning system have changed China's long-standing separation of land and sea affairs,effectively promoting the implementation of land-sea coordination.At present,the detailed marine spatial planning is in the stage of research and exploration;how to prepare the detailed planning of the sea area and the path of land-sea coordination is not yet clear.In this paper,firstly the development and implementation of the concept of land-sea coordination in the field of spatial planning were reviewed.Secondly,the progress of the preparation technology of detailed marine spatial planning was summarized.Then three paths of land-sea coordination at the level of detailed planning were put forward,including conducting the requirements of land-sea integration in the superior planning,coordinating the needs and contradictions between the land,sea,and air,and guiding the implementation of synergistic governance between the land,sea,and air.Finally,the Sun Bay in Xiamen City was taken as an example to show the preparation idea of a detailed marine spatial planning and the method of land-sea coordination.
