Planning Value and Path of Jilin Province's Renting Port to Sail Area Based on Land-Sea Coordination Strategy
Land-sea coordination is an important principle in the establishment of territorial spatial planning for coastal areas in the new era.Due to the lack of widespread recognition of the value of land-sea coordination in northern China,its land-sea development has always lagged behind that of the southern coastal areas.Jilin Province is the closest place in China to reach DPRK,the east coast of ROK,the west coast of Japan,as well as North America and Northern Europe by waterway,it should actively utilize its advantages in cold-water sea resources and the geographical advantages in ocean trade and rely on the Hunchun Land-Sea Intermodal Transportation Corridor to develop towards the sea.In this paper,the value and path of developing Jilin Province's renting port to sail area were proposed.Jilin Province should rely on Changbai Mountain to create a corridor through the mountains to the sea,build a mechanism for ecological interaction and exchange between land and sea,and form a cross-shaped land-sea economic development pattern.Based on traditional ecological wisdom,Jilin Province should expand the characteristics of Korean and Manchu ethnic minorities and build a window for the ethnic cultures of the Northeast border to the outside world.Jilin Province should form a model of land-sea coordination for coordinated urban and rural development by creating a strategic pivot for urban and rural development in northern China and providing a reference planning path for high-quality development in the renting port to sail area in high-latitude cold regions.
