Independent Choice or External Push?Current Situation,Restriction and Reform Path of Classified Management System in Colleges and Universities in China
Classified management is an important way to realize the di-versified development of Chinese higher education and meet the needs of the society for different types of talents.This study believes that classification and stratification are embedded in each other;teaching,scientific research and social service levels are highly correlated;government and market over-in-tervention and influence on universities;and the disconnection between clas-sification schemes and school-running practices are the reasons that classifica-tion management is difficult to achieve good results.The problem of classified management is the result of the contradiction between the internal development needs of colleges and universities and the external institutional environment;and the contradiction between the interests of colleges and universities/local governments and the overall interests of the country.In the design and prac-tice of classified management system in colleges and universities,we should combine government guidance with independent choice of colleges and uni-versities to build a multi-dimensional resource allocation and evaluation mechanism with considering the institutional characteristics and comprehen-sive development of different colleges and universities.
