How Building High-quality Higher Education System Becomes a National Action-Based on the Perspective of Multi-source Flow Theory
Building high-quality higher education system is an impor-tant measure to promote the high-quality development of Chinese higher ed-ucation.This paper uses the multi-source flow theory to deeply analyze how building high-quality higher education system becomes a policy agenda for national action.The study has three findings as follows.The problem stream comes from the development of objective facts,including changes in key in-dicators of the scale of higher education system,the push of focus events of our nation being at the stage of high-quality development,and the feedback of current information on the continuous rising status of higher educa-tion.The policy stream comes from the boost of the policy community,in-cluding the suggestions of experts and scholars,the active participation of universities and the strong support of social forces.Political streams come from the establishment of consensus,including the expression of national mood,the expression of leaders'will,and the high attention paid by the party and the government.The fifth Plenary Session of the 19th Central Com-mittee of the Communist Party of China has successfully opened a window of policy and under the promotion of policy proposers,the three streams are integrated smoothly.Therefore,the construction of high-quality higher edu-cation system becomes a national action and is effectively implemented.
