Systematic Optimization of Social Security and Care Services for Persons with Disabilities in China:From the Perspective of Need-based Social Policy
China's social policies for persons with disabilities have entered a new stage of opti-mized development,and it is necessary to adopt systematic thinking when optimizing social poli-cies for them.This paper proposes that the goal of social policies for persons with disabilities is need-based,focusing on the integration of goals and policies in social security and care services,and thus promoting the effect integration of safe-net and developmental social policies for persons with disabilities.The paper further puts forwards the establishment of two mechanisms of multidi-mensional identification and comprehensive analysis,and continuous tracking and dynamic warn-ing of the needs of families of persons with disabilities,and focuses on the capability enhance-ment of families of persons with disabilities and the construction of a community for caring for persons with disabilities to promote the synergy of social policies.
