China's Rehabilitation Service Guarantee Policy and Payment System
At the beginning of the establishment of the People's Republic of China,a small number of rehabilitation service projects were established for specific groups,with a single pay-ment method for rehabilitation.After the reform and opening up,rehabilitation services have de-veloped rapidly,forming multiple payment channels.Since the 18th National Congress of the Communist Party of China,the delivery of rehabilitation services has shifted towards the entire population and lifecycle,and rehabilitation payment methods have become more diversified.However,there are problems with the payment system for rehabilitation services,such as frag-mentation,low level,and regionalization,which restrict the availability and accessibility of such services.In the future,based on the trend of aging population development,we should establish the concept of entire population and full life cycle rehabilitation,strengthen the government's guarantee function,improve rehabilitation service financing mechanisms,moderately unify reha-bilitation payment security policies,and establish a high-quality and affordable rehabilitation ser-vice payment system.
