The Caring Security System for Persons with Disabilities after the Establishment of Long-term Care Insurance System
After years of piloting,the long-term care insurance system will be implemented across China,with all members of society covered,including persons with disabilities.This makes a re-planning of the caring security system for persons with disabilities necessary.It is found that the connotation of"disability"in the disability evaluation standard differs from that of"disabled"in the long-term care insurance system.Additionally,the content of care services for persons with disabilities also varies from that provided to disabled individuals.Moreover,persons with disabili-ties and their families have weaker capacity to afford care services.It causes their caring security needs greater than those of general members of society.Therefore,it is necessary to make compre-hensive arrangements for a nationwide caring security system.The proposed care security system for this group consists of two components:participating in long-term care insurance alongside the other society members where the government provides certain subsidies for premiums;establish-ing a caring service subsidy system for persons with disabilities,to address the left cost through using financial funds.The current focus lies in four points:involving persons with disabilities in long-term care insurance coverage;moderately increasing the financial support to their caring se-curity;innovating the caring services supply mechanism;enhancing the professional standards of caring security and related services.
