Social Organizations'Participation in the Delivery of Community Services for Persons with Disabilities:A Case Study with a Resource-emotion-capability Embedding Framework
In the new era of advancing the modernization of national governance systems and capabilities,social organizations play a vital role in enhancing the quality of community services for persons with disabilities.We developed a resource-emotion-capability embedding framework using the embedding theory,and used it to analyze L social organization's participation in the delivery of community services for persons with disabilities to elucidate the operation mechanisms and conditions for these organization's involvement in service delivery.We found three embedding mechanisms from the perspective of building trust relationships:resource embedding through needs assessment and resource linkage,emotional embedding via emotional catharsis and cognitive change,and capability embedding through advantage exploitation and behavior reshaping.These mechanisms require legitimacy,professionalism,and ethics to sustain,where legitimacy stems from symbolic figures and social reputation,professionalism manifests in technological empowerment and innovative concepts,and ethics rely on emotional governance and self-actualization of persons with disabilities.Although the policy environment for developing social organizations for persons with disabilities is improving,challenges like public interest dilemmas,insufficient professionalism,and low recognition persist.Hence,it is crucial to strengthen relevant legislation,expand funding sources,empower technology,and enhance collaborative governance networks to invigorate the participation of these organizations.
