Two-wheeled Driven Employment Model for Persons with Mental Disabilities:A Case Study of the Practice of the Taicang Inclusion Factory
Inclusive employment is the direction of development for the employment of persons with disabilities,but its full realization requires long-term exploration.Taking the advantage of its position as a"front station"for inclusive employment,the Inclusion Factory in Taicang,Jiangsu Province,has been working on this for 10 years by adopting a model of two-wheeled driven employment(sheltered and supported employment),effectively ensuring that persons with mental disabilities can gradually enter competitive work environments at different levels.However,this employment model is still in the developmental stage,and its sustainable development is plagued by two major problems,namely the lack of funds for the operation of the organizations and the insufficient guarantee for job transfer.Therefore,to collaboratively promote the inclusive employment of individuals with mental disabilities,it is necessary to increase the responsibilities of the government and public institutions,strengthen the fulfillment of social responsibilities of industrial and commercial enterprises,and improve employment support services provided by social organizations.
