Configuration and Implementation of Soft Law Norms in the Law on the Construction of an Accessible Environment
There are soft law norms in national statutory laws.The reason why the Law on the Construction of an Accessible Environment(hereinafter referred to as LCAE)stipulates soft law norms is related to the complexity of accessible environment construction itself and the positioning of the law as a specialized and comprehensive law in the field of accessible environment construction.The soft law norms in the LCAE include encouraging,maneuvering and referral soft law norms,positively promoting the construction of an accessible environment.Relevant laws,local regulations and standards should be improved continually in order to provide supporting rules for the implementation of the soft law norms.Furthermore,it is necessary to provide incentive measures and improve the assessment system for the construction of an accessible environment in order to promote the government and social forces to actively implement the soft law norms in the LCAE.
