Basic Framework,Value and Path of the Rule of Law in Building an Accessible Environment
The issuance of the Law on the Construction of an Accessible Environment(hereinafter referred to as LCAE)is a landmark achievement in the historic realization of the rule of law for the construction of an accessible environment.At present,the basic framework for the rule of law in China's construction of an accessible environment has basically been formed,including a normative system dominated by the LCAE,a working system of co-building,co-governing,and sharing an accessible environment,and a content system for the systematic promotion of the construction of an accessible environment.The rule of law for the construction of an accessible environment has rich value implications,which is beneficial for strengthening the protection of the rights and interests of persons with disabilities and the elderly,promoting social inclusion,and laying a solid foundation for common prosperity.There are still some deficiencies in the rule of law for the construction of an accessible environment and related improvements are needed to continually improve the system of legal norms.establish a sound mechanism for the implementation of the rule of law,effectively implement the safeguards for the rule of law,and continuously enhance the effectiveness of the supervision of the rule of law.
