Survey on the Publicity of Accessibility Regulations for Promoting the Equal Participation and Social Inclusion of Persons with Disabilities in Building a Barrier-free Living Environment:A Case Study of the Publicity of Regulations of Shenzhen Special Econ
Constructing a barrier-free living environment requires the equal participation of every citizen,and the promotion of barrier-free regulations helps to enhance the level of citizen participation.As a pilot demonstration area for socialism with Chinese characteristics,Shenzhen was the first to introduce and implement the Regulations of Shenzhen Special Economic Zone on the Construction of Urban Barrier-Free(hereinafter referred to as RSSEZCUBF).Grounded in the theory of social inclusion,this study analyzes the publicity status and problems of barrier-free regulations with a case study of the RSSEZCUBF using a questionnaire survey combined with text analysis.The study indicates that a diversified publicity model for barrier-free regulations in Shenzhen has been initially formed,but the concepts of participation and inclusion have not yet taken deep root in people's mind.Furthermore,the publicity subjects have shown low levels of publicity enthusiasm and interconnectivity,and improvements need to be made to enhance the publicity means and scenarios as well as the effectiveness of publicity.This study proposes recommendations on the promotion of barrier-free regulations,including enhancing the popularization of the concepts of equal participation and social inclusion,stimulating the enthusiasm of multiple subjects for participation,optimizing the publicity environment,and innovating the strategies of publicity.
