Hierarchical Identification of Vulnerable Groups from the Perspective of Digital Vulnerability:Standards,Methods and Applications
Digital vulnerability can measure the risks and damages caused by the use of digital technology by human subjects in the digital environment.In the evolution from digitalization to digital intelligence,the development of emerging technologies may form vulnerable groups in a dynamic range at all times.The structural imbalance of digital power has caused digital subjects to form vulnerable groups under different perspectives,backgrounds or fields.To ensure that the"digital humanity"derived from human subjects transforming into digital subjects is respected and protected,the identification of vulnerable groups from the perspective of digital vulnerability needs to show the value orientation of digital ethics and digital justice under the humanistic concept.The use of hierarchical identification standards and methods from the perspective of digital vulnerability can play its role in guiding the practice of vulnerable groups in text formulation and value judgment.In terms of text formulation,it is helpful to formulate guidelines for appropriate safeguards,public policies for digital inclusion,and power rules to prevent risks from forming or damage from occurring.In terms of value judgment,it is helpful to enrich the definition of vulnerable groups,justify the emerging rights of vulnerable groups,and judge the legitimate rights and interests of vulnerable groups.
