Implementation of the Multi-Tier System of Supports in Inclusive Education in the United States:Framework,Outcomes and Implications
Advancing the high-quality development of inclusive education is a focal policy issue and a practical theme in global educational governance.In recent years,the United States has adopted a multi-tier system of supports(MTSS)as a way for the reform of the school education support system,believing that this can solve problems such as limited professional support,difficulty in classroom inclusion,and system exclusion.Guided by the ecological systems theory and measured by a multi-empowerment culture,the scientific evidence-based implementation of the MTSS has clarified the logical framework,operational mechanism and organizational guarantee for the high-quality development of inclusive education,but not yet sufficiently played its due role due to the limitation of the political system and sociocultural background of the United States.China should critically learn from the experience and lessons of the Unites States,adhere to the road of self-confidence and practical innovation,perfect the inclusive resource guarantee mechanism for every student,construct a personalized data-driven learning resource support system,and form a resource integration pattern with the participation and cooperation of diverse stakeholders.
