Construction and Operation Mechanism of the Employment Service Chain for Rural Persons with Disabilities Based on Hubei's Implementation of Disability Employment-assisted Project with Farming Machines
Promoting the employment of persons with disabilities in rural areas not only enhances the quality of life of this group,but also contributes to rural revitalization,which is a critical measure for achieving all-round development and common prosperity for persons with disabilities.Adhering to the practical principle of"providing services in addition to financial and material support",the Hubei Disability Employment-assisted Project with Farming Machines has formed a development path featured by multi-level empowerment,multi-party collaboration,market-driven resource optimization,and diversified publicity and promotion strategies.Based on the practical outcomes of this project,we constructed a rural disability employment service chain model,and explored its operation mechanisms,such as demand orientation,policy-backed support,multi-party collaboration,resource integration and coordination,publicity and incentives.To address the existing issues and challenges revealed in the implementation of the service chain,we put forward the countermeasures:strengthening the full service mechanism by establishing a service network led by disabled persons'federations as the"chain leader";enhancing systematic service mechanisms to enhance the sustainability and coordination of various parties;reinforcing proactive service mechanisms to improve the service capacity and awareness of grassroots organizations;optimizing targeted service mechanisms to boost the employment willingness and capabilities of individuals with disabilities.
