财政环保支出对城乡收入差距的影响研究——基于健康人力资本的实证检验

摘要
在健康人力资本的视角下,通过构建城乡二元经济模型,分析财政环保支出对城乡收入差距影响的理论关系,并基于2007—2020年我国省际面板数据,运用面板数据模型和PVAR模型对财政环保支出与城乡收入差距间的理论关系进行实证检验.研究表明:财政环保支出对城乡收入差距有着先扩大后缩小的影响,最终抑制城乡收入差距,并且方差分解表明财政环保支出是影响城乡收入差距的一个重要因素;同时PVAR模型检验结果表明经济增长与城乡收入差距间有着非线性影响关系,财政环保支出能够促进经济增长,表明缩小城乡收入差距、实现经济的增长可以以绿色的方式来实现,环境保护与经济增长并不是相互冲突的;合理使用财政环保支出这一工具,能够有效实现环境保护与城乡收入分配差距缩小的目标.
Abstract
From the perspective of healthy human capital , this paper analyzes the theoretical relationship between fiscal environmental protection expenditure and urban-rural income gap by constructing an urban-rural dual economic model .Based on the inter provincial panel data from 2007 to 2020, the theoretical relationship between fiscal environmental protection expenditure and urban-rural income gap is empirically tested by using panel data model and PVAR model .The research shows that the fiscal environmental protection expenditure has an impact on the urban-rural income gap , which first expands and then narrows , and finally suppresses the urban-rural income gap .The variance decomposition shows that the fiscal environmental protection expenditure is an important factor affecting the urban-rural income gap;at the same time , PVAR model shows that there is a nonlinear relationship between economic growth and urban-rural income gap .Fiscal environmental protection expenditure can promote economic growth , which shows that narrowing the urban-rural income gap and realizing economic growth can be realized in a green way , and environmental protection and economic growth are not in conflict with each other;the rational use of fiscal environmental protection expenditure can effectively achieve the goal of reducing the gap between environmental protection and urban-rural income distribution .Accordingly , this paper puts forward countermeasures from the implementation of the government ' s environmental protection budget plan , carrying out the concept of green development , and increasing the flexibility of policy , so as to narrow the urban-rural income gap and vigorously promote the coordinated development of urban and rural areas.
