摘要
构建我国西部地区科技创新投入与经济高质量发展指标评价体系,运用熵值法测算出2004—2019年西部地区科技创新投入与经济高质量发展综合水平,引入标准差椭圆建立耦合协调性模型,分析西部地区11个省份时空演变、耦合协调发展情况及收敛趋势.研究发现:西部地区科技创新投入与经济高质量发展水平整体均呈现上升趋势;两者耦合协调度均值呈现上升趋势,但距离极度耦合协调阶段仍存在一定差距;西部地区内部发展不均衡,各省份发展水平和耦合协调度差异较为明显;西部地区科技创新投入与经济高质量发展耦合协调度存在σ收敛,西部地区整体和西北地区存在绝对β收敛.建议西部各省因地制宜,多维度支持科技创新投入;充分发挥中心城市与城市群辐射带动作用,推动西部地区科技创新与经济高质量发展.
Abstract
The strategic position of the western region of China in the overall situation of China ' s economic and social development is very important .Although the economic and social development of the western region has made remarkable achievements , the development gap with the eastern region is still large , and the problem of unbalanced and insufficient development remains prominent . The shortcomings and weaknesses that exist in the western region are not only problems that need to be solved to achieve its own development , but also an important breakthrough to accelerate the construction of a new development pattern and achieve high-quality economic development .The report of the 20th CPC National Congress mentioned high-quality development to a new height of the primary task of building amodern socialist country in a comprehensive manner , which fully indicates that high-quality development is the theme of long-term economic and social development in China .Scientific evaluation of the current situation of scientific and technological innovation investment and economic high-quality development in the western region , and in-depth discussion of the coupling and coordination of scientific and technological innovation investment and economic high -quality development in the western region , as well as spatial and temporal evolution , are of theoretical significance and practical significance for promoting the high-quality development of the western region .In order to solve this problem , this paper constructs the evaluation system of science and technology innovation investment and economic high-quality development in the western region of China based on the"two major inputs"and"new development concept"respectively , and based on the panel data of 11 provinces in the western region in 2004—2019, the comprehensive level of science and technology innovation investment and economic high-quality development is measured by an entropy method .Based on the panel data of 11 provinces in the western region from 2004 to 2019, the entropy method is used to measure the comprehensive level of investment in science and technology innovation and economic high-quality development in the western region , and a standard deviation ellipse is introduced to set up a coupling coordination model to analyse the spatial and temporal evolution , the coupling coordination and the trend of convergence of the 11 provinces in the western region.After the empirical test , this paper draws the following conclusions:the level of science and technology innovation investment and economic high-quality development in the western region as a whole is showing an upward trend;the average value of the coupling degree of coordination between the two is showing an upward trend, but which is still away from the stage of extreme coupling and coordination;the development of the western region is not balanced , and the differences in the level of development of the various provinces and the degree of coupling and coordination are more obvious .There is convergence in the degree of coupling and coordination of western region , and there is absolute convergence in the western region as a whole and the northwestern region .Our work contributes positively to the study of strengthening the investment in science , technology and innovation and promoting the high-quality development of the economy in the western region .First, we verified the internal mechanism of science and technology innovation inputs to promote high -quality economic development .The two major paths of human input and financial input are highlighted .At the same time , we put forward suggestions for improving the level of investment in science and technology innovation and high -quality economic development in the western region:first, each province in the western region should support investment in science and technology innovation in a multi-dimensional manner according to local conditions;secondly , we should give full play to the role of radiation and drive of central cities and urban agglomerations to promote the investment in science and technology innovation and high-quality development of the economy in the western region.
