The needs,difficulties,and countermeasures of rural home-based elderly care:Based on a survey of ecological conservation zones in Beijing
Against the backdrop of severe aging in rural areas and the implementation of rural revitalization strategies in China,rural elderly care must establish a home care model with Chinese characteristics in which people not only don ' t have to stay away from their local environment and local conditions,but also enjoy professional and humanized care services. Low fiscal revenue in ecological conservation areas,a deep degree of aging,and high costs of elderly care services,should be the priority calling for solution for home-based elderly care in rural Beijing. Based on research data,this article analyzes the current situation of rural aging in Beijing's ecological conservation areas and the practical needs for home-based elderly care. It points out the main problems in policy mechanisms,financial investment,collaborative linkage,and other aspects,and proposes the following policy recommendations:strengthen top-level design,continuously optimize and improve policy mechanism;reasonably upgrade subsidy details and methods;promote the linkage of multiple departments,entities,and measures,and coordinate the planning of rural home-based elderly care.
