摘要
城市数字治理是数字技术嵌入,重塑城市治理体系,强化城市治理能力的过程.作为一个理论与政策实践相结合的重要命题,研究城市数字治理问题不仅要考虑其自身蕴含的学理逻辑,也要能够反映国情现实并体现政策导向.通过构建"目标—行动—保障"的城市数字治理逻辑框架,分析城市数字治理存在公共服务领域的"数字技术偏见"风险、组织实施领域的"数字技术依赖"风险和行为规范领域的"数字技术滥用"风险,提出统筹"总量"与"结构"、"工具"与"人为"、"法治"与"伦理",提升城市数字治理的服务水平、协同水平和规范水平的优化策略.
Abstract
Urban digital governance is the process of embedding digital technology,reshaping the urban governance system,and strengthening urban governance capabilities.As an important proposition that combines theory with policy practice,studying urban digital governance issues should not only refer to the theoretical logic inherent in it,but also reflect the reality of national conditions and policy orientation.This article constructs a logical framework of Goal—Action—Security for urban digital governance,analyzing the risks of digital technology bias in the field of public services,digital technology dependence in the field of organizational implementation,and digital technology abuse in the field of behavioral norms in urban digital governance,and proposes optimization strategies to coordinate"total amount"and"structure","tools"and"human","rule of law"and"ethics",and improve the service level,collaborative level,and normative level of urban digital governance.
