How can resource-poor villages achieve endogenous development of collective economy:A case evidence based on the new endogenous development theory
How to promote external industrial and commercial capital to leverage the internal resources of village collectives is of great significance to the endogenous development of collective economy in resource-poor villages.Based on a theory of new endogenous development,Resource Co-construction-Social Co-governance-Identity Advancement, and the situation of villages in China,we propose a theoretical framework of endogenous development of rural collective economy, and we analyze the practice of FD village in developing the special citrus industry. It is found that combining the interests of villagers, village collectives, the government, and industrial and commercial enterprises, the targeted resource-poor villages have realized the endogenous development of rural collective economy through the logical progression of shareholding cooperation, industry chain co-governance,and identity-based trust The operational mechanism of the new endogenous development of rural collective economy is thus extracted, including clearly defining the property rights of resources and reshaping the organizational functions to break through the constraints of resource scarcity, stimulating endogenous dynamics and sharing governance resources to establish a pattern of multi-agency co-governance and establishing a mechanism of interaction between formal contract fulfillment and informal contract to shape a community of trust.
