新质生产力赋能产业链供应链韧性提升:机理、困境与路径

全球产业链供应链供需不确定性和资源碎片化导致企业面临生产中断、物流延误和材料短缺等问题,中国产业链供应链韧性亟待提升.以"技术—经济"范式为基础,基于新质生产力三要素构建"知识—技术—数算"分析框架,探究新质生产力对产业链供应链韧性的作用路径.知识维度中,智力资本包含的人力资本、关系资本和结构资本通过知识创新、资源配置和知识积累路径影响产业链供应链韧性;技术维度中,人工智能、大数据、区块链和3D打印技术通过"赋智、赋协、赋安、赋敏"路径提升产业链供应链韧性;数据和算力则分别是产业链供应链韧性的资源基础和驱动力量.新质生产力在赋能产业链供应链韧性提升过程中,在人才供给、数字化转型、技术创新、数据流动和算力布局等层面存在桎梏.从"人才—数字化—技术—数算"4个维度提出优化新质生产力赋能产业链供应链韧性的策略,以进一步提升新质生产力对产业链供应链韧性的赋能作用.
New productivity empowers the resilience improvement of industrial chain and supply chain——Mechanism,dilemma and path
The global industrial and supply chain has experienced production interruptions,logistics delays and material shortages,and the resilience of China's industrial and supply chain needs to be improved urgently.There is a lack of research which explores the improvement of industrial and supply chain resilience from the perspective of the three elements of new quality productivity.Based on this,this paper analyzes the mechanism,existing problems and paths of new quality productivity in improving the resilience of industrial and supply chain from the perspective of the three elements,in order to empower the resilience of industrial and supply chain and provide a useful reference for promoting China's modernization construction.Based on the technology-economy paradigm,the knowledge-technology-numerical analysis framework is constructed based on the three elements of new quality productivity to explore the role of new quality productivity on the resilience of industrial and supply chain.In the knowledge dimension,human capital,relational capital and structural capital in intellectual capital affect the resilience of industrial and supply chain through knowledge innovation,resource allocation and knowledge accumulation.In the technology dimension,artificial intelligence,big data,blockchain and 3D printing technology improve the resilience of industrial and supply chain through the path of enabling intelligence,empowering cooperation,safety and sensitivity.Artificial intelligence technology can improve the resilience of the industrial and supply chain by optimizing the decision-making of the entire process,and can promote the industrial and supply chain to climb to the high-end.Big data technology improves the forecasting ability of the industrial and supply chain,helping enterprises identify the vulnerable links in the supply chain,and improves the adaptability and resilience of enterprises to deal with emergencies.Through the blockchain distributed contract collaboration platform,it helps to build trust between enterprises in the global logistics chain.3D printing technology creates more profits for the industrial chain and promotes the rise of the value of the industrial chain.In addition,3D printing technology helps to solve the efficiency-resilience paradox.Data and computing power are the resource basis and driving force of the resilience of the industrial and supply chain.Data elements enable the improvement of the resilience of the industrial and supply chain from two dimensions.Data elements help the transformation and upgrading of the industrial chain supply chain.Enterprise application data can monitor changes in the external environment in real time,which helps enterprises make accurate decisions.Computing power provides powerful data processing and analysis support for the development of the industrial and supply chain by developing and utilizing data potential and tapping the economic value of data.Risk assessment models and forecasting tools supported by computing power enable enterprises to better identify and quantify potential risks faced by the industrial and supply chain and formulate effective mitigation strategies.Computing power continues to penetrate into multiple industries such as industry and medical care,and runs through multiple links such as procurement,R&D,production,and sales,which helps to form a complete and large-scale industrial system.The supply and demand quantity,structure,and regional distribution of China's new labor force are unbalanced,and the industrial and supply chain lack talent reserves in many key links.Meanwhile,Chinese companies lack the willingness and ability to transform the industrial chain and supply chain digitally.Their digital transformation started late,lacking top-level design and planning,and these companies suffered insufficient international market expansion.In addition,there are problems such as late start and insufficient model accumulation in the management software of China's supply chain.Also,independent research and development capabilities in China are insufficient with high-end technology dominated by foreign countries,and there is a lack of trumph card technology with international competitiveness.Furthermore,there are less large enterprises and more small and medium-sized enterprises in China.Compared with large enterprises,small and medium-sized enterprises have fewer channels for obtaining data elements and they can hardly guarantee superior quality.In addition,there is also the problem of unclear property rights for data elements.Finally,as China only has a comparative advantage in the field of supercomputers,it is less competitive in the fields of data centers and edge computing compared with the United States.Four policy inspirations are put forward on the path of using new quality productivity to enhance the resilience of industrial chains and supply chains.The government,enterprises and schools work together to enhance the resilience of industrial and supply chains with talents,and multiple departments work together to promote the enhancement of the resilience of industrial and supply chains through digital transformation,relying on technological upgrades to enhance the resilience of industrial and supply chains,and using data and computing power as a tool to enhance the resilience of industrial and supply chains.
