智能制造政策是否促进企业数字技术创新?——来自国家智能制造试点企业的证据

新一轮工业革命深入演化进程中,面向制造业的数字化、网络化、智能化转型已成为突出的发展方向.作为一种新型生产方式,智能制造已成为全球工业大国竞相追逐的焦点,它不仅是制造业转型升级的新动能,也是加快培育与形成新质生产力的重要方向.以工信部2015-2018年每年实施的《智能制造试点示范专项行动》为准自然实验,开展智能制造政策赋能企业数字技术创新的效应评估.实证研究发现:智能制造政策显著提升了企业数字技术创新水平,尤其是对企业数字发明专利申请的影响更为显著.在考虑了一系列稳健性和内生性问题后,研究结论依然成立.智能制造政策作用于企业数字技术创新的主要机制包括环境政策工具中的税收优惠、营商环境优化以及数字基础设施建设.异质性检验发现,智能制造政策对非国有企业、小规模企业以及处于成长期和成熟期企业的影响效应更明显.最后,拓展性分析结果显示,智能制造还提高了企业的市场价值.该研究不仅能有效评估智能制造政策推动企业数字技术创新的政策效果,还能为智能制造作为一种先进生产方式推动企业数字技术创新、赋能新质生产力的发展提供理论与实践支撑.
Does smart manufacturing policy promote enterprise digital technology innovation?——Evidence from national intelligent manufacturing pilot enterprises
In the process of in-depth evolution of the new round of industrial revolution,the digitalization,networking,and intelligent transformation of the manufacturing industry has become a prominent development direction.As a new mode of production,intelligent manufacturing has become the focus of global industrial powers,which is not only a new driving force for the transformation and upgrading of manufacturing but also an important direction to accelerate the cultivation and formation of new quality productivity.The existing research on the impact of intelligent manufacturing on the enterprise level mainly focuses on the impact on enterprise productivity,strategic change,and financial performance,and to some extent neglects the specific impact of digital technology innovation on enterprises when they are facing the new round of digital technology revolution.In essence,intelligent manufacturing is not only a new production paradigm under the new round of industrial revolution,but also a new technological economic paradigm that can provide new technological elements for the innovation system of enterprises to a certain extent.Unfortunately,from the perspective of the existing research at the micro-enterprise level,there is still a gap in the research on intelligent manufacturing with a production paradigm change and enterprise digital innovation.Whether intelligent manufacturing policies can effectively stimulate enterprise digital technology innovation and promote enterprise productivity improvement needs to be further evaluated.This paper takes the Special Action for Intelligent Manufacturing Pilot Demonstration implemented by the Ministry of Industry and Information Technology of the People's Republic of China every year from 2015 to 2018 as a sample,listed enterprises in the pilot enterprises as the processing group and other listed enterprises in the manufacturing field as the control group,and uses multi-time point difference-in-difference method to evaluate the impact of intelligent manufacturing policies on enterprise digital technology innovation and analyzes its internal transmission mechanism.And then it verifies the effectiveness of intelligent manufacturing policy on micro-enterprise digital innovation.Through empirical research,we find that intelligent manufacturing policy has significantly improved the level of enterprise digital technology innovation,and especially the impact on enterprise digital invention patent applications is more significant,which to a certain extent not only reflects that the 13th Five-Year plan period of intelligent manufacturing policy focuses on the"five three five ten"task characteristics,but also reflects that the intelligent manufacturing policy exerts influence on the key common technologies,attracting basic technology attention and providing guidance.After considering a series of robustness and endogeneity problems,the paper make a conclusion that is still valid.This paper finds that the influence mechanism of intelligent manufacturing policies on enterprises'digital technology innovation mainly includes tax incentives in environmental policy tools,business environment optimization,and digital infrastructure construction.Based on the heterogeneity test of enterprise ownership,enterprise scale,and enterprise life cycle,this paper has found that intelligent manufacturing policies have more obvious effects on non-state-owned enterprises,small-scale enterprises,and enterprises in the growth and maturity stages.In addition,the expansion analysis results show that intelligent manufacturing also improves the market value of enterprises,and the effect of the policy has a certain lag,that is,the policy effect began to gradually highlight the second and third periods after the implementation of the policy.Finally,based on the above analysis,this paper puts forward policy suggestions to accelerate the formation and cultivation of a market environment conducive to digital technology innovation,build a digital technology system of independent innovation and open sharing,and continue to strengthen the depth and breadth of intelligent manufacturing projects.In summary,the marginal contribution of this paper mainly includes two aspects.First,based on the perspective of policy evaluation,it evaluates the policy effect of the Smart Manufacturing Pilot Demonstration Special Action on enterprise digital technology innovation,which has important practical significance to test and feedback the implementation effect of the policy;Secondly,from the perspective of digital technology innovation,the paper discusses how intelligent manufacturing,as an advanced production mode in the process of a new round of digital technology revolution,leads to the transformation of technological innovation paradigm at the micro-enterprise level.Through testing the effect of intelligent manufacturing policies on enterprise digital technology innovation,this paper provides policy inspiration for intelligent manufacturers,which promotes enterprise digital technology innovation and enterprise digital transformation and also provides theoretical and practical support for the development of intelligent manufacturing enabling new quality productivity.
