The spatial spillover effect of empowering the modernization of industrial chain with new quality productivity
New productive forces represent the evolutionary direction of advanced productive forces,with technological innovation as the core driving force.The modernization of the industrial chain is about the connection and coordination of upstream and downstream enterprises in the industry,emphasizing more on the construction and combination of production capabilities.Accelerating the cultivation and development of new productive forces has become an important strategic requirement for China to enhance the modernization level of the industrial chain.This paper selects the provincial-level data of China from 2012 to 2022.Based on spatial data analysis and from the perspectives of spatio-temporal evolution,direct effects and spatial spillover effects,it examines the impact of cultivating and developing new productive forces on enhancing the modernization level of the industrial chain.The main conclusions are as follows:Firstly,from the analysis of the spatial evolution of new productive forces and the modernization of the industrial chain,there is a significant positive spatial correlation among the new productive forces and the modernization of the industrial chain among different provinces.Moreover,most provincial regions are located in the first and third quadrants,indicating that the phenomena of high-high agglomeration and low-low agglomeration are obvious,and there is a"club"phenomenon of high-low agglomeration.Secondly,from the analysis of the time evolution of the modernization of the industrial chain,through the test of the dynamic spatial Durbin model,the time lag coefficient of the modernization of the industrial chain is significantly positive,which means that the modernization of the industrial chain has path dependence and shows strong inertial characteristics.Thirdly,from the perspective of direct effects,across the whole country and in the eastern and central regions,the formation of new productive forces can directly and significantly enhance the modernization level of the industrial chain.However,in the western region,the direct promoting effect of new productive forces on enhancing the modernization level of the industrial chain is not significant.Through regional research,it is found that the new productive forces has the greatest effect on the modernization of the industrial chain in the eastern region,followed by that in the central region,and the effect in the western region is the smallest.Fourthly,from the perspective of spatial spillover effects,across the whole country and in the eastern and central regions,new productive forces have a"siphon"effect on the resources of surrounding areas.The formation of new productive forces in neighboring areas has a significant inhibitory effect on improving the modernization level of the industrial chain in this area.However,the inhibitory effect in the western region is not significant.Based on the above research conclusions,the following countermeasures and suggestions are put forward.First,accelerate the reform of the market-oriented allocation of factors and better play the spillover effects of factors.The phenomenon of factor agglomeration among different provinces is obvious.It is necessary to establish a high-standard market system,gradually solve the segmentation of various factor markets,further accelerate the construction of a unified national market,realize the free flow of factors among different departments and regions,and stimulate economic vitality.For example,by strengthening institutional building,invloving property rights,circulation and transactions,income distribution and so on,we can promote the supply of these factors,and make sure that they can flow smoothly when being used effectively,and ensure security.Secondly,cultivate and develop new productive forces according to local conditions and promote the modernization construction of the industrial chain.Determine the priorities and directions for the development of new productive forces at the national and provincial levels;explore the pilot promotion mechanism;select pilot areas and demonstration areas for new productive forces by region,industry,type and level,and choose some regions and industries for pilot demonstrations.At the same time,a scientific evaluation mechanism should be established to regularly evaluate the implementation effects of policies and measures and adjust and optimize them in a timely manner.Thirdly,strengthen coordinated regional development and reduce the"siphon"effect of the eastern region on the central and western regions.Promote the orderly transfer of some industries in the eastern region to the central and western regions,such as the docking of the upstream and downstream of the industrial chain and supply chain,promoting the key links of the industrial chain to stay in China,and strengthening the capacity building of the central and western regions to undertake industrial transfer.Transfer of scientific and technological achievements across regions should be promoted.Encourage the incubation and transformation of scientific and technological innovation achievements in the eastern region in the central and western regions and the Northeast region,and promote the in-depth integration of science and technology with industry.
