健全全过程人民民主制度体系的系统实践进路——学习贯彻党的二十届三中全会精神

摘要
党的二十届三中全会明确提出健全全过程人民民主制度体系的重要内容.全过程人民民主作为中国共产党领导人民长期奋斗的伟大创造,是社会主义民主政治的本质属性.基于此,健全全过程人民民主制度体系有以下4 项实践路径:一是加强人民当家作主制度建设,提升全过程人民民主的根本性;二是健全协商民主机制,增强全过程人民民主的协商性;三是健全基层民主制度,拓宽全过程人民民主的基层性;四是完善大统战工作格局,增强全过程人民民主下的民族团结的凝聚力.由此构成健全的全过程人民民主制度体系的系统性框架,确保民主形态更加贴近民心、体现民意、发挥实效.
Abstract
The Third Plenary Session of the Twentieth Central Committee of the CPC clearly set out the important elements of a sound system of people's democracy throughout the entire process.As a great creation of the Communist Party of China(CPC),which has led the people in a long struggle,people's democracy in the whole process is an essential attribute of socialist democratic politics.Based on this,this paper will focus on the following four key tasks to improve the system of people's democracy in the whole process:the first task is to strengthen the system of people's sovereignty so as to enhance the fundamentality of people's democracy in the whole process;the second task is to improve the mechanism of consultative democracy so as to enhance the consultative nature of people's democracy in the whole process;the third task is to improve the system of grassroots democracy so as to broaden the grassroots nature of people's democracy in the whole process;and the fourth task is to improve the pattern of the United Front Work so as to promote the solidarity nature of people's democracy in the whole process.Altogether,these practical approaches constitute a systematic framework for a sound system of people's democracy throughout the entire process,with the aim of ensuring that this form of democracy is closer to the hearts of the people,which reflects public opinion and plays an effective role.
