Reform of Homestead System with Farmers as the Subjects:History,Dilemmas and Constructive Strategies
Reforming the homestead system is an important means in deconstructing the dual structure of urban and rural areas,and promoting the beneficial exchange of urban and rural factors.The system change has experienced four stages of evolution,namely,"loosening-tightening-unbinding-regulating".At present,the reform of China's rural homestead system is still under development,and farmers'political,economic and social rights and interests have been damaged to certain degrees and in different ways,resulting in many constraints on the reform practice.In order to make the current rural homestead system better fulfill"empowerment and expansion",four proposals from the political,economic,institutional and farmers dimensions are put forward with an aim to activating farmers'homestead withdrawal mechanism with farmers as the subjects.Firstly,correct the measure deviations of local governments;secondly,make efficient use of the market mechanism;thirdly,improve the compensation mechanism for homestead withdrawal;and fourthly,mobilize the farmers as"masters"to participatethe reform of the homestead system,so as to motivate the farmers'participation,collaborate to promote further reform of the rural homestead system,and thus drive the urban-rural economic cycle.
