数字政府建设下全过程人民民主实践路径探究

摘要
大数据、区块链、云计算、人工智能等新兴数字科技不断实现政府服务升级,推动数字政府建设,赋能全过程人民民主数字化、信息化发展,体现了中国式现代化发展的新模式.数字政府建设与全过程人民民主内在契合,但数字政府建设下全过程人民民主仍存在着数字治理理念落后、民主制度体系不完善、民主运行机制单一、数字政府基础设施建设参差不齐等现实挑战.因此,要坚持以人民为中心,完善数字政府制度规范,打造政务网云平台,打破数字壁垒,推动全过程人民民主发展.
Abstract
Emerging digital technologies such as big data,blockchain,cloud computing and artificial intelligence continue to upgrade government services,promote the construction of a digital government,and empower the whole-process people's democracy with digital and information development,reflecting a new model of Chinese modernization.The construction of digital government inherently accords with the whole-process people's democracy,but there are still practical challenges such as backward digital governance philosophy,imperfect democratic system,single democratic operation mechanism,and uneven digital government infrastructure construction.Therefore,we must adhere to the people-centered principle,improve the systems and regulations of digital government,build government network cloud platforms,and remove digital barriers so as to promote the whole-process people's democracy.
