Double Conversion of Resources:Vertical Governance Logic of Effectively Linking Poverty Alleviation with Rural Revitalization
Different from previous research on the horizontal transformation regarding effective link between poverty alleviation and rural revitalization ,this paper ,from the perspective of Giddens 'resource transformation theory , explores the vertical distribution and transformation process of poverty alleviation resources from the central government to the rural areas ,and argues that the effectiveness of the link between poverty alleviation and rural revitalization lies in the vertical interaction between Party 's driving and rural change. In this relationship ,two types of mobile resources ,projects and organizations ,which can break through the constraints of system ,constitute the factors ,the Party and government bureaucracy systems are the carriers ,and with the help of two"temporal and spatial clusters"across counties and villages ,a vertical driving relationship is established characteristic of double conversion among central government 's project resources,county organizational resources and rural industrial resources. Based on this discovery,it attempts to put forward a vertical rural poverty governance theory characteristic of"Party 's driving and rural change", aiming to provide a new analytical perspective and interpretation framework for the issue of"effective link"in the context of high-quality development.
