Taking discrimination and application of collaboration as a logical starting point ,the thesis justifies the necessity of collaborative legislation from three aspects,i.e.,improving allocation of legislative power, minimizing legislative cost, inheriting and internationalizing legislation. Based on theoretical exploration and practice investigation ,patterns of concurrent legislation and collaborative legislation between cooperative and agreed-upon regions are examined. The latter pattern,characteristic of low cost,high efficiency and flexibility,is in perfect harmony with the concept of collaboration. Softening of legislation is a suitable choice for eco-environmental collaborative legislation of urban agglomeration. The thesis expounds the constitutionality and legality ,force of law ,subjects and balancing of interest of eco-environmental cooperative agreements of urban agglomeration,in an effort to construct a collaborative legislation pattern with high efficiency , justice and institutional binding force , and provide a legal sample for eco-environmental cooperative governance of urban agglomeration.
