摘要
通过对G市"三无"小区的调研发现,"搭便车"与"协同惰性"下的双重冷漠、科层化的单向度推动、动员资源的有限、价值认同危机是"三无"小区集体行动困境的成因,而党建引领统筹个人理性、多元主体征集群众诉求、多方协商突破科层局限、情感融入助推共同治理使集体行动成为可能.因此,提出党建引领与多方合作、小规模团体与精准把握需求、扩充治理资源与选择性激励、文化一致性与意识共同体等"三无"小区治理路径.
Abstract
Based on an investigation of some communities without property management,supervisors and safety precautions in City G,it's found that double indifference of"free riding"and"collaborative inertia",one-sided promotion of bureaucracy,limited mobilization resources,and value identity crisis constitute the causes of collective action dilemma of communities without property management,supervisors and safety precautions.To overcome individual rationality through Party building's leadership,solicit public opinions from various subjects,break bureaucratic limitations through multi-party consultation,and promote joint governance through emotional integration all make collective action possible.Therefore,governance paths for communities without property management,supervisors and safety precautions are put forward including Party building's leadership and multi-party cooperation,small-scale groups and accurate response to demands,expansion of governance resources and selective incentives,cultural consistency and consciousness community.
