摘要
数字技术赋能全过程人民民主,能够有效拓展民主参与渠道、整合民主资源要素、连接民主制度链条、打造民主实时图景,促进全过程人民民主数字化发展.但数字化赋能全过程人民民主过程中也存在着数字信息形态异化、数字资源分布不均、数字权力过于集中、数字技术渐成壁垒等潜在风险.现阶段,我国可通过健全数字制度引领数字民主发展方向、搭建横纵联通的一体化数字参与平台、强化数字权利保护完善数字权力运行、大力发展数字基建实现数字化全覆盖等应对数字信息异化、缩小数字资源鸿沟、规范数字权力分配、消除数字技术壁垒,以促进全过程人民民主的数字化转型,进而促进数字化全过程人民民主真实性、广泛性、管用性、过程性目标的实现.
Abstract
Digital technology empowers whole-process people's democracy,which can effectively expand channels for democratic participation,integrate elements of democratic resources,connect the chain of democratic systems,create a real-time picture of democracy,and promote the digital development of whole-process people's democracy.However,in the process of digital empowerment of the whole process of people's democracy,there are also potential risks such as the alienation of digital information forms,the uneven distribution of digital resources,the excessive concentration of digital power,and the gradual emergence of digital technology as a barrier.At this stage,China can lead the development direction of digital democracy by improving the digital system,building an integrated digital participation platform that is horizontally and vertically connected,strengthening the protection of digital rights,improving the operation of digital power,and vigorously developing digital infrastructure to achieve full digital coverage,so as to reduce the digital resource gap,standardize the distribution of digital power,and eliminate digital technology barriers,so as to promote the digital transformation of the whole process of people's democracy,and then promote the realization of the authenticity,extensiveness,effectiveness,and process goals of digital people's democracy in the whole process.
