A Theoretical Study on the Subjective Structure of Network Content Governance
Network content governance includes multiple subjects such as state and government departments,Internet enterprises and industry organisations,netizens and social organisations,etc.,and each subject has different governance roles,responsibilities and ways of participating in governance.The combination of these subjects in different positions forms different governance structures,and the various governance structures can be abstractly summed up as the hierarchical structure typical of Singapore and South Korea,the polycentric structure represented by the United States and the United Kingdom,and the hybrid structure.There is no absolute superiority or inferiority among the three types of structures,but each of them has its own applicable situations and fields.The key to shaping a subject structure that meets the actual needs of China's online content governance is to determine the position of each governance subject and the functional decentralisation among them,the most important of which is to determine the position of the government in the broad sense.At the same time,in the process of shaping the governance structure,it is necessary to set up different structures for different governance objects and establish an institutional mechanism for transforming between the structures.
