New quality productivity,urban resilience and total factor productivity improvement:Research on the Pilot Policy of National Innovative City
In the process of realizing the innovative national strategy and promoting the innovative development strategy,the innovative city pilot construction policy can effectively stimulate the new quality productivity of the city,and play a core driving role in enhancing the resilience of the city and realizing the high-quality development of China's economy.This paper takes the national innovative city pilot construction policy as the starting point,uses the panel data of 283 cities at the prefecture level and above in China,selects the differential estimation method to measure the economic effect of policy implementation,and explores the impact mechanism of innovative city pilot policy on enhancing the total factor productivity of pilot cities by stimulating new quality productivity to improve urban resilience.The results show that the innovation-oriented city pilot policy can stimulate the new quality productivity of the pilot city and positively promote the level of total factor productivity.The results are still robust and reliable through the robustness tests such as inverse causal exclusion method and instrumental variable method.Through the mechanism test,it is found that the innovation-oriented city pilot policy can effectively improve the total factor productivity of pilot cities by attracting the agglomeration of relevant industrial factors,among which the high agglomeration of producer service industry and manufacturing industry is an important path for the innovation-oriented city pilot policy to promote the improvement of the total factor productivity of pilot cities.
